2019 BC PNP PROGRAM REQUIREMENTS

Quick facts:

  1. The BC PNP program uses a Skills Immigration Registration System. All candidates are ranked using a points system designed to reflect a candidate’s ability to succeed in the local labour market and become economically established in the province. Periodically, a cut-off score is determined and all those above that cut-off score are issued an Invitation to apply (ITA). Joining the BC PNP pool does not guarantee that you will be given an ITA.
  2. Every candidate is assigned a score on a 200 point scale based on the following key factors: skill level of the job offer (maximum 60 points), wage (maximum 50 points), employment location (10 points), directly related work experience (maximum 15 points), level of education (maximum 17 points) and language skills (maximum 30 points). 
  3. Processing fee – $700. 
  4. An invitation to apply does not guarantee approval. 
  5. Your registration in the BC PNP selection pool remains valid for a maximum of 12 months.
  6. If you are issued an invitation to apply, you have to submit a complete application within 30 days.
  7. Candidates with a valid Express Entry provincial nomination have a significant advantage as they are awarded additional 600 points and are therefore virtually guaranteed that they will rank high enough to be selected from the Express Entry pool and given an Invitation to Apply (ITA) for Permanent Residency.

General BC PNP requirements

  1. You must have accepted a full-time, permanent job offer from a BC employer.
  2. You must be qualified for the offered position.
  3. Your employer must be offering a competitive and fair salary for the occupation and you must meet the minimum income requirements for your area of residence.
  4. For occupations classified under NOC Skill Levels B, C, and D occupations, you must demonstrate English or French language proficiency at CLB level 4. For occupations classified under NOC Skill Level 0 or An occupation, you are not required to submit language test results with your application, however, BC PNP can later request it.
  5. Your nomination must bring economic benefits to the province.
  6. Your employer must be permanently established in B.C, must have operated in B.C. for at least one year (Skilled level) or two years (Entry Level and Semi-Skilled category), and must have at least five full-time employees (Metro Vancouver) or at least three full-time employees (rest of BC). You must be a regular payroll-based employee, independent contractors are not eligible to apply.
  7. Your employer must meet domestic labour market recruitment requirements.

Program-specific requirements

Skilled Workers (skill level 0, A or B)

  • Minimum two years of directly or very closely related work experience + related education/qualification if applicable.
  • If your occupation is regulated, you must meet all regulatory body licensing requirements. 

Tech Pilot (qualified individuals in 32 in-demand technology occupations

  • Minimum two years of directly or very closely related work experience + related education/qualification if applicable.
  • Must have a valid job offer in one of the 32 key in-demand technology occupations
  • If your occupation is regulated, you must meet all regulatory body licensing requirements. 
  • Tech Pilot applicants receive weekly Invitations to Apply and priority processing. 

Health Care Professionals

  • Minimum two years of directly or very closely related work experience + related education/qualification if applicable.
  • If your occupation is regulated, you must meet all regulatory body licensing requirements. 

International Graduates

  • You must have graduated from an eligible BC institution. 
  • Your program must have been at least 8 months of full-time or equivalent study.
  • You must apply to the BC PNP within two years of the completion of your program.
  • You must have accepted a job offer for a full-time, permanent position that generally requires a post-secondary education. Your position must be classified as Skill Level 0, A or B (certain exceptions apply).

International Post-Graduates

  • You must have graduated from an eligible BC institution with a graduate degree in the natural, applied or health sciences. 
  • You must apply to the BC PNP within two years of the completion of your program.
  • You must demonstrate that you intend to settle in BC. 

 Entry Level and Semi-Skilled

  • You must have gained at least 9 months of consecutive work experience in one of the following industries: tourism and hospitality, long-haul trucking, food processing.
  • You must maintain full-time employment with your employer throughout the whole process of both your BC PNP and PR applications.
  • Long-haul trucker drivers must have at least two years of employment experience as a long-haul truck driver in the three years.
  • You must have completed high school.
  • You must comply with the licensing requirements for the position

NorthEast Pilot Project

  • You must be employed in any occupation listed as Skill Level C or D.
  • You must have gained at least 9 months of consecutive work experience in the given occupation.
  • You must have completed high school.

Express Entry BC PNP

  • You must meet the criteria for at least one of the federal economic immigration programs (Canadian Experience Class, Federal Skilled Worker Program or Federal Skilled Trader Program) and be registered in the Express Entry pool.
  • You must meet the criteria for at least one of the following BC PNP Express Entry categories Skilled worker, Health-care professional, International graduate or International post-graduate.
  • You must meet the minimum language requirements for the federal category under which you are eligible.
  • Candidates with a valid Express Entry provincial nomination have a significant advantage as they are awarded additional 600 points and are therefore virtually guaranteed that they will rank high enough to be selected from the Express Entry pool and given an Invitation to Apply (ITA) for Permanent Residency.

  • Skilled Worker – 135 points
  • International Graduate – 105 points
  • Entry Level Semi Skilled – 95 points
  • Northeast Pilot Project – 95 points
  • Express Entry Skilled Worker – 135 points
  • Express Entry International Graduate – 105 points
